Constantinos (Dino) Soupliotis
Canadian National, born in Greece, 4 January 1933.
Profession: Production Manager, retired.
Actively involved in football for 55 consecutive years; as a player, referee, referee administrator, referees assessor & member of referee committees and panels on the Regional, Provincial, National, & International levels, he retired on December 1980 as a FIFA Referee, and October 2001 as a FIFA Referee Instructor.
However, regardless his retirement, he is continuing serving our beautiful Game at all times in a various ways.
Presently maintains a website, www.dinosoupliotis.com which provides useful information to officials, instructors, assessors and referee administrators free of any charge. However, very soon you will have the opportunity to have his staff directly in your computer throw to his BLOG.
Introduced worldwide the very advanced concept of ‘REFEREE COACHING’ to train and promote officials.

Referee
2072 total games refereed in a 28 years’ span (1953 -1980) :
16 years in Greece (1953-1968) and 12 years in Canada (1969-1980).
Officiated in North American Soccer League, 1979 Pan American Games, 1980 Youth World Cup - CONCACAF.
Officiated in 13 internationals as referee, and 15 as linesman 1975–1980 (including World Cup qualification games).
FIFA Referee, Canada (1977-1980) - Retired at 48, due to age limit.
Instructor
Organised and ran monthly educational meetings throughout the year for referees and assessors in Montreal (1980-1995).
Canadian National instructor (1983), he conducted 50 clinics in Canada.
FIFA Referee instructor 1994 to 5th October 2001, he has conducted 21 courses at the international level.
Member of the FIFA panel (5 FIFA Referee Instructors) in designing FUTURO II.
Publications
Author of the highly acclaimed “ESSENTIAL PRINCIPLES FOR EFFICIENT REFEREEING”, a collection of articles incorporating excerpts from FUTURO II as well as his own, with specific references to the Laws of Game and the memoranda.
Writes a monthly column (during the season) in French in “QUEBEC SOCCER” Magazine, concerning refereeing educational matters.
Produced a good number of highly regarded and widely distributed papers on overall preparation of officials for international appointments as:
You are the Ambassador, Communication among officials, Pre-game instructions, Movement and Positioning, Mechanics during penalty shooting, Gamesmanship, Advantage, Game analysis and Responsibilities of the Referee etc.
Designed a complete “Assessors course”, for both local and high level refereeing.
Produced (December 1998) a CD with 88 “Refereeing Presentation/Topics” a collection of articles incorporating excerpts from FUTURO II as well as his own, with specific references to the Laws of Game and the memoranda.
All contents have being updated yearly. These instructional materials are the official development material since 1998 for many countries around the world.
Introduced the “COACH FOR REFEREES” worldwide.
Administration
Served on the Québec referee Committee as member (1973-1979), and as Chairman the periods 1980-1982 & 1984-1985 as well as the Canadian National referee Committee (1981-1986).
Referee co-ordinator for the Québec Soccer Federation (1975-1995).
Advisor-Expert for Referee Development program with the Saudi Arabia Football Federation for one year (1996-1997).
Assessor
Canadian National assessor since 1981 has conducted over 575 assessments.
Instructional thinking
Believer of the “ Be where the Game needs you to be & Make the required movements in order to obtain the angle of vision that the play requires in each particular play as a basic ingredient for efficient movement of the referee.
Understood the impact of visual and practical methods for learning and improvement of actions as a referee.
Used videotape and field training to review the conduct of the officials concerned, and analyzed the situation both individually and as example during educational seminars.
Introduced pilot program for Coaching of Referees at the Montreal High Performance Centre, where referees followed a set pattern of training, both physical and mental.
Achievements
Favored proponent of “coaching” the officials, rather than instructing. Two major achievements in the field:
Sonia Denoncourt, Canadian female referee who was followed and coached for years since she started refereeing until recent distinctions in the Atlanta Olympics and later in the women World Cap. As well as she w ere the referee in many male PRO games e.g. Japan, Brazil El Salvador and Canada. Also, she was the referee of the opening match of the top Brazilian professional male championship (1997).
Abdul Rahman Al-Zeid, Saudi referee who he coached for a year, enabling him to make the France World Cup selection with impressive performances.
From 2000 to 2007 he is Coaching Mrs. Dianne Ferreira-James FIFA Referee from Guiana.
Dianna was one of the referees at the Olympic Women games in Athens; she went up to Final Game.
As well as Diane this year selected to officiate at the Women World Cap in China.
Dino has built his own video library with incidents which are been used world wide including the video game incidents for the “FUTURO II” course.
More importantly, he has created a complete Video capturing and editing videos studio: his equipments are of the last available technology in the World.
Assisted many countries world wide in their officials’ development efforts; supplied videotapes and lecturing material; offered individual referee analysis through videos.
Continuously, he is coaching several officials - from various countries - selected into the group of officials from whom the FIFA is going to select the officials to officiate during the top competitions’ around the World. In order to help those officials to improve their performance, he is using videogame incidents –form their own matches- that he is editing himself by using his Pro-computers.

1997 « Awarded top honour as « Soccer Refereeing: most influential personality in the last 20 years » as voted by sport journalists in Quebec

1997 « FQSF awards yearly the trophy “DINO SOUPLIOTIS” to best Quebec’s official.

Dino presently, is working on (actually the work has been completed) a new system of working the officials on the field of play.
He tried that system in several countries –but not in Canada- and he is certain a 100% if the IF THE I.F.A.B. APPROVES HIS INNOVATION, OUR BEAUTIFUL GAME IT WILL BE FREE OF THE GAMESMANSHIP THAT IT IS SUFFERING FOR MANY DECATES BY NOW.
